Leading the charge for digital safety: Vend and FINN welcome Norway's Minister of Digitalisation

Today, we welcomed Norway’s Minister of Digitalisation and Public Governance, Karianne Tung,  to our Oslo headquarters for a high-level discussion on the future of digital safety and responsible technology. As Norway aims to be the world’s most digitalised country by 2030, we’re stepping up as a partner to help make digital marketplaces a safer place for everyone.

A voluntary commitment to fight online fraud

During the visit, we shared our Voluntary Declaration of Intent. While formal implementation of the EU’s Digital Services Act (DSA) into Norwegian law faces delays due to complex EEA negotiations, we’re not waiting around. We’ve pledged to fast-track key safety features on FINN to protect our users sooner.

By 1 October 2026, we’re committed to launching two major initiatives on FINN:

  • Notice and action: An improved, user-friendly tool to report illegal content like scams or fakes, with a guarantee of rapid response, including information about Vend’s decision, and a right to appeal.

  • Enhanced seller verification (KYBC): Strengthening "Know your business customer" protocols to make sure that professional sellers are who they say they are by verifying their ID and payment details before they start selling.

“Since we joined the Minister’s roundtable on fraud in March, we’ve focused on how platforms can move from discussion to action. That’s why we’ve initiated a voluntary Letter of Intent to combat online scams. It won’t solve everything, but by implementing the most effective DSA anti-fraud measures by 1 October, we are creating a concrete foundation. We are ready to support a broader industry agreement to protect users while we wait for formal legislation,” says Vend CEO Christian Printzell Halvorsen. 

Harnessing the Nordic model and AI

The meeting also highlighted our Nordic model. By sharing data and rolling out security updates across Norway, Sweden, Finland, and Denmark to millions of users simultaneously, we are better equipped to combat a "fraud-as-a-service" industry that now uses generative AI to create flawless, automated scams.

We showcased how we’re already using technology to keep our users safe:

  • AI detection: Utilising AI to identify "copycat" sites and detect violations in advertisements.

  • Secure transactions: Integrated solutions like Fiks Ferdig that take the risk out of buying and selling.

  • Digital inclusion: Demonstrating how we use AI responsibly to remove bias from the recruitment process, supporting a more inclusive labour market.

Collaborative defence

Minister Karianne Tung has emphasised that because major platforms operate globally, Norway needs to work closely with the rest of Europe. By moving first on these safety tools, we’re providing the government with a partner that’s ready to act while the final laws are being polished.
